OCIO now effectively and efficiently meets the information management needs of DOE’s Program and Staff offices, reducing staff by 34% and providing savings and cost avoidance of millions of taxpayer dollars. From June 2006 to September 2010 (4 years 4 months) Washington D.C. Metro AreaDeputy Associate CIO, Office of Business and Information Management @ U.S. Department of Energy (DOE) • Led team responsible for the award of DOE’s first IT Competitive Sourcing (A-76) $1B contract, consolidating over 100 existing contracts and staff from 19 Program Offices. This was one of the first in DOE to cross organizational boundaries and one of the first in Federal government to include contractor and Federal positions. Negotiated resolution of complex issues with internal and external stakeholders e.g., from senior political leadership to union constituency. Cost-benefit analysis estimated a cost savings/avoidance of $300M over five years while increasing operational efficiencies.• Led award and execution of an IT acquisition ($600M, 5 year contract) to a small business in less than 6 months, contributing significantly to DOE small business goals and initiating the first corporate approach in a decentralized IT environment.• Managed a paradigm shift within IT and procurement communities in response to strengthened IT governance, oversight, and records management requirements. Established DOE policy and built a governance capability in support of federal-wide SmartBuy and Strategic Sourcing enterprise acquisition requirements.• Refocused Working Capital Fund activities from an emphasis on technical issues to one that employs business case analysis to develop corporate-level solutions that support the DOE and OCIO mission, and respond effectively to external business drivers.• Managed the first baseline budget for the newly reorganized OCIO, justifying a 22% increase in funding. Developed a priority schema which was applied across the enterprise, aligning with Clinger-Cohen and Cyber Security mandates.• Managed development of DOE Information Quality Guidelines implementation in response to statutory requirements. Metro AreaDirector, Office of Human Resources and Administrative Management for the Office of the CIO @ U.S. Department of Energy (DOE) Served as the Division Director for Human Resources and Administrative Management managing human resources, training, labor relations, audits, property, and logistics for the OCIO as well as directing IT Human Capital activities for the Department. • Created and implemented a long-term vision of the human resources and administrative support management functions. • Developed and maintained road maps to describe necessary technical processes, personnel skill levels, facilities, and equipment to achieve the vision. • Implemented customer-oriented initiatives and objectives in pursuit of the road map.Served as the OCIO liaison in support of the President’s Management Agenda on Strategic Management of Human Capital. Ensured alignment of OCIO’s human capital strategy with DOE mission, goals, and organizational objectives; integrated into budget and strategic plans; and ensured compliance with internal accountability standards for merit-based human resources management.• Completed the development and implementation of DOE’s first IT Project Management Certification Program, integrated with the Capital Planning and Investment Control governance process. This program strengthened the skills of the Federal workforce resulting in improved performance and accountability.• Led development and implementation of DOE’s first integration of human capital workforce strategies with enterprise architecture, providing a tool to help better alignment of human resources with corporate program priorities. From December 2004 to July 2005 (8 months) Washington D.C. Metro AreaInformation Technology Project Manager, Office of the CIO @ U.S. Department of Energy (DOE) Served in several management capacities of increasing responsibility leading a team of Federal and contractor staff for a $1.2B Departmental IT A-76 Program Initiative encompassing over 600 Federal and 2000 contractor positions. Responsibilities included: member of the Technical Evaluation Committee (TEC); Deputy Project Manager for the IT Competitive Sourcing Program; and Project Manager for the Data Collection, Performance Work Statement (PWS), and Residual Organization (RO) Teams. Duties were as follows:• Led teams responsible for conceptualization of OCIO reorganization. Concept realigned OCIO to better meet legislative mandates and provide oversight of the selected A-76 service provider.• Served as technical lead and Competitive Sourcing liaison to the TEC responsible for evaluating and recommending a winning bidder for the A-76 competition.• Co-authored plan, developed budget, technical, and contractual resource requirements, and served as the deputy project manager for an initiative to centralize information technology services and establish a common office environment at DOE Headquarters, the “Extended Common Integrated Technology Environment” (eXCITE).• Worked with Program Offices and Field sites throughout DOE; ensured the accurate inventory of commercial and inherently governmental IT functions; developed performance data, organizational and workforce analyses; determined data collection methods; identified strategic sourcing options; and developed the performance work statements and quality assurance surveillance plans.• Served as a technical lead for the procurement of a five-year $409M corporate-wide information technology support service task order (ITISS). Provided research for and participated on technology and contract specifications assessments. Led the coordination and evaluation of contract vehicles.
