From September 2010 to Present (5 years 4 months) United StatesSenior Management Analyst @ Develop Code of Conduct for City Council and Boards and Commissions; track federal and state legislation impacting local government; write and edit 2009 and 2010 Oregon Legislative Summary to include bills relevant to the City Council legislative priorities; review the City’s building permit fees and planning fees including developing a comparison of building fees in Oregon; analyze franchise fees revenues for ways to improve efficiency in tracking payments; develop Risk Division’s FY 2010 budget, narrative, and performance measures; collect and analyze data for City/County Insurance Service Best Practices survey; monitor ongoing trends in risk by attending Bullard Labor and Employment law briefings and Oregon Public Risk Management Association Conference; assist in managing the City’s role in the FCS Group Engineering Performance Review; manage employee donation drives with the Good Neighbor Center and Community Partners for Affordable Housing; administer the 2009 Community Attitudes Survey including survey development, consultant management, and communicating results to citizens; write articles on Burham Street construction, code of conduct, and city employee school supply drive. Coordinate the development of a Parks and Recreation System Master Plan; develop a public involvement phase that includes focus groups, questionnaires, surveys, and news releases; work with MIG, Inc. Consulting, the Park and Recreation Advisory Board, and the Leadership Council to create a 20-year vision for Salem parks; examine funding strategies for the ongoing maintenance of parks and recreation facilities; engage 17 neighborhood associations in discussions about their long-term needs of Salem parks; communicate with City Council, citizens, and boards and commissions through presentations and written correspondence; participate in the Vision 2020 process to explore opportunities for improving housing, historic character, employment, transit service, parks and open space, and other prominent features in Salem; work with the Salem-Keizer School District, Marion County, and area non-profits to create a facilities inventory. From 2008 to 2008 (less than a year) Senior Associate Legislative Analyst @ Provided rigorous analytic and evaluative research for the independent oversight function of the Virginia General Assembly; developed a survey of small water system customers and reviewed Department of Health and State Corporation Commission files to assess the effectiveness of the regulatory framework overseeing the quality and cost of drinking water provided by small water systems; developed recommendations for potential opportunities to generate savings or enhance State revenues in each major functional area of government after analyzing more than 2,300 major executive cost savings initiatives since 1990; performed a number of research activities including structured interviews and sites visits, surveys, document reviews, and a review of other states' programs; served as CommonHealth coordinator in charge of developing healthy lifestyle programs for more than 100 General Assembly staff members; worked independently to develop policy briefs outlining key issues for General Assembly members. From July 2004 to January 2007 (2 years 7 months) Richmond, Virginia AreaManagement Intern @ Researched, wrote and implemented an emergency operations plan using the principles of incident command training; developed performance measures for every department using workload, efficiency, and effectiveness measures; assisted with the development of an assessment center to hire a new finance director; wrote, edited and developed a town newsletter sent to over 5,000 citizens; received the Employee Recognition Award in July 2003 and April 2004. From May 2003 to June 2004 (1 year 2 months) Internship Coordinator @ Coordinated an internship program that placed more than 40 students in 13 different service-learning internships; supervised a committee responsible for developing service-learning opportunities for incoming freshman; instructed an Alternative Spring Break class that prepared students for their community service trips to North Carolina and Tennessee. From August 2002 to May 2004 (1 year 10 months) Assistant Director of Admissions @ Strategically managed the recruitment efforts of a five-state area including North Carolina and South Carolina through building guidance counselor relationships, visiting high schools, and maintaining written correspondence with prospective students, evaluated freshmen applications; responded to external requests for information; wrote a monthly article about student life at Elon; planned, organized, coordinated, and evaluated special events for prospective students such as North Carolina Student Day, Spring Open House, and the Guidance Counselor Breakfast.
