I have a successful track record as a senior manager in leading HR for an 86,000 person organization, and other leadership positions both in the United States and in overseas high stress environments under austere conditions. Director, Total Force Manpower @ Directly responsible for leading HR strategy and operations for more than 86,000 military and civilian personnel covering an area from California to India. Duties include; performing long range planning and aligning processes that support campaign plans; directly managed and evaluated an HR staff of 32; established priorities and assigned tasks; conducted periodic and annual performance evaluations; oversaw development of HR policy, ensured compliance with laws, regulations, instructions, and procedures governing benefits, talent management, performance evaluation, equal treatment, discrimination, and harassment; prepared and implemented HR policies and procedures; provided daily HR support to more than 800 executive personnel; assessed staffing requirements; managed and administered an annual operating budget of more than $790M; identified problem areas and potential problem areas and provided solutions; during a period of declining budgets and staffing reductions, developed and implemented business based actions for the effective and efficient utilization of available personnel resources; prepared appropriate administrative and financial reports. From July 2012 to Present (3 years 6 months) Commanding Officer @ Managed and administered an annual operating budget of $3.5M; recruited, led, and evaluated more than 50 high caliber HR leaders/instructors; responsible for the health, welfare, discipline and training of more than 3,000 Marines, assessed HR program needs and developed courses and programs to best meet operating environment; initiated, developed, and implemented the course content review board for six HR programs of instruction and 116 master lesson files involving more than 18,000 instructional hours; monitored curricula to ensure content was current, relevant, and met ever evolving HR regulations and policies; developed and implemented a mentorship program using senior instructors to provide entry-level students insight into diversity and gender specific challenges; identified organizational areas for improvement and cost cutting, while maintaining high quality training; provided accountability for equipment and facilities worth more than $4.5M; provided formal presentations at seminars, conferences, and graduation ceremonies; made recommendations to organizational leadership on HR issues affecting the Marine Corps as an institution. From July 2010 to June 2012 (2 years) Director, Total Force Manpower @ Developed and executed operational manpower strategies. Solved critical personnel staffing challenges; created and chaired Manpower Working Groups to resolve key HR issues; negotiated with higher headquarters and peers to resolve complex personnel resource issues impacting mission; provided creative solutions reducing the personnel shortfalls; and served as the subject matter expert on manpower and personnel issues. Assignment included one year in Iraq in a hazardous work environment under austere conditions in combat. From July 2007 to June 2010 (3 years) Chief, Policy & Programs Branch @ Joint service war-time assignment. Developed operational and exercise HR policies for a diverse and complex organization serving multiple stakeholders. Executed multi-service command actions.
Secured and protected $1.5 billion of critical resources and benefits for 250,000 deployed service members. Negotiated with multiple stakeholders culminating in multi-service deployment HR policies; ensured strict accountability of headquarters personnel deployed throughout 27 countries; participated in a strategic assessment of Afghan National Security Forces to determine their HR capabilities during counterinsurgency operations; executed actions covering a full range of multi-service HR policies and programs.
