Founder @ My specialty is environmental finance, with a special focus on clean energy, climate change, and green growth. I am advising financial institutions, development agencies and corporates on financing issues related to these topics, in particular the financing of energy efficiency (EE) and renewable energy (RE) projects, carbon and climate finance.

- advising Agence Française de Développement (AFD) on dedicated energy efficiency and renewable energy credit lines to local banks in Turkey, South Africa, and China
- survey for the UN Economic Commission for Europe (UNECE) on "Financing Global Climate Change Mitigation" which features 22 financing mechanisms for small-scale EE and RE projects
- evaluation for the World Bank Group of a portfolio of World Bank and IFC energy efficiency projects in central and eastern Europe and Russia
- design for the UNFCCC secretariat of a concessional loan scheme to finance CDM project development cost in countries with less than 10 registered CDM activities, now operational (cdmloanscheme.org/)
- feasibility study for an AFD/EIB EE&RE credit line in Lebanon
- ex post evaluation of AFD's first dedicated low-carbon credit line in China

- team leader of the Expert Support Facility of EU-EIB's Private Finance for Energy Efficiency (PF4EE) From March 2008 to Present (7 years 10 months) FranceTeam Director, Energy Efficiency and Climate Change @ My role as head of team was to formulate the strategy of the Bank in this area, and lead business development and transaction support for energy saving, carbon reduction and renewable energy projects. EBRD’s leadership in this area has been recognised by G8 countries (Saint Petersburg summit, July 2006), the European Commission (“Action Plan on Energy Efficiency” of October 2006) and other IFIs. EBRD has financed over €1.5 bln in investments in sustainable energy in 2006-2007 (as of 19 Dec 07). I initiated two carbon credit purchasing vehicles, whereby EBRD contracts or facilitates the purchase of carbon credits on behalf of compliance buyers: the first (2003) with the Dutch Government (JI only), the second (2006) with 12 private and public participants and a broader scope (the Multilateral Carbon Credit Fund, with EIB). From January 2000 to March 2008 (8 years 3 months) Senior Banker @ Origination, appraisal and structuring of municipal infrastructure lending or equity transactions, including Public Private Partnerships such as the Budapest wastewater transaction (with Veolia Water, then CGE). From August 1994 to January 2000 (5 years 6 months) Head of Unit, Deputy head of Unit @ Various executive jobs within the Finance Directorate of France's largest local government authority. Between 1992-1994 I was effectively the treasurer, being responsible for capital raising and debt management of the City. As such I initiated the first credit rating (AAA, with S&P) and first euro-bond issue in a foreign currency of the City.
