Influences innovative and agile workflows for major CBP IT acquisitions and ensures that “best in class” processes such as early industry-government collaboration, the use of strategic sourcing vehicles, and competitive source selection methodologies are exercised for planning and executing IT acquisitions Over the course of two years, successfully led the re-competition of CBP's ten largest IT infrastructure contracts by implementing procurement best practices which resulted in more than $100M in negotiated contract savings for CBP along with better defined client deliverables to measure contractor performance. These results were achieved by injecting early pre award, meaningful communication with Industry, developing a strong rapport with program offices, migrating from high risk to low risk contract types, and competitively awarding via best value practices versus sole source actionsInitiated Industry/Government collaboration to address agency sequestration cuts. Met with industry executives and developed win-win agreements which resulted in negotiated contract savings of over $3.5M in FY13. From December 2010 to January 2015 (4 years 2 months) Deputy Director, Department of Grants and Procurement @ Small Business Administration (SBA).- Delivered executive-level briefings to program offices and general public on SBA government contracting programs such as; Individual 8a, Native American 8a, Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business.- Led nationwide outreach initiatives with federal and state economic development organizations to enhance job creation for small businesses through SBA contracting programs. Initiatives influenced a 25% increase in small business utilization goals at the federal level during FY2009 - FY 2010. From June 2010 to November 2010 (6 months) National Director @ Historically Underutilized Business Zone Program, SBA.- Managed a federal contracting preference program responsible for creating jobs in economically distressed areas of the United States through the certification of small businesses. - Influenced $10 .2B in federal dollars awarded to HUBZone firms in FY09 resulting in 71,000 jobs created.- As a result of GAO findings of fraud, waste, and abuse in HUBZone program, immediately instilled preventive and quality control measures to the application process and briefed Congress on new initiatives. Efforts reduced the number of fraudulent firms becoming HUBZone certified by 50%. From March 2009 to December 2009 (10 months) Unit Chief @ FBI - Successfully acquired safe and secure working environments for over 5000 occupants in the FBI Headquarters building and 2800 occupants working in 40 Headquarter off site facilities spanning western Virginia to Northern Maryland.- Managed 4.2 million square feet of government facilities and an $88M annual operating budget. From November 2006 to February 2009 (2 years 4 months) Washington DCAcquisition/Project Management Consultant @ MITRE Corporation Resident professional expert to the MITRE staff and Department of Homeland Security (DHS) for federal acquisition and federal appropriation law advice and instruction. - Directed and executed acquisition milestones to ensure the award of a $150M information management services/incident handling requirement for the National Cyber Security Division.
