Managed the lump sum (LS) feasibility study to recommend the optimum capacity increase that would yield the highest cost benefit for Westlake. After Westlake decided to move forward and awarded the project to Technip, managed and successfully completed the LS PDP and FEED with schedule LDs. Westlake awarded the Detailed Engineering to be executed under LS contract with schedule LDs which is near completion. For PDP and FEED phase, Westlake rated the project execution above 90% in customer satisfaction rating. Shaw scope was to develop the PDP with Axens technology.
• Project Manager for Toledo 80,000 bpd refinery upgrade study to identify and to quantify the benefit of potential technology upgrade of the FCC unit.
• Project Manager for Caltex Kurnell, Australia refinery study to determine the feasibility of operating Caltex's No. 1 and No. 2 FCC units as a single train unit of 200kl/hr.

Assigned to Shell’s Asset Development Team. PMC portion of the project was divided in several EPC-LS contracts. I was responsible for the EPC/LSTK Tank Farm designed to receive, store and export main fuels and specialty products including product pipelines to the marine terminal with loading and unloading facilities.
• Project Director/Program Manager for EPC reimbursable not to exceed highly confidential IT/Infrastructure, Microwave and Satellite Network project for the Gendarmerie National (Secret Service) of Algeria.
Project involved building countrywide networks of Microwave and IT infrastructure with buildings, satellite receiving stations, CCTV, access roads and support works. All tied to a central monitoring/ control station.
Developed project organization and hired key project personnel with specialty experiences from USA, UK Australia and France, developed execution strategy and execution plan, contract deliverables, plan for software acquisition and procurement strategy. Responsibilities included management of the Baltimore, US, based specialty sub-contractor’s contract, management reporting, cost control, overall planning, QA/QC, safety, construction, installation, commissioning, testing and hand over.

Managed FEED, Detailed Engineering, Procurement and Construction support of the Recovery section of the plant. The overall project was a cost reimbursable EPC contract.
