About the Royal Commission for Makkah City and Holy Sites
By the order of the Royal Decree # 218/A, dated 17/09/1439 Hijri, has been issued to establish the
Royal Commission for Makkah City and Holy Sites (“RCMC”).
The establishment of RCMC comes as a result of the Kingdom’s desire to improve the
services offered in Makkah City and the Holy Sites, in a manner that is commensurate
with the sanctity of those locations and to facilitate the provision of services for pilgrims.
RCMC will aim to serve all beneficiaries of Makkah City and the Holy Sites, including
but not limited to pilgrims, residents, visitors, and investors. Accordingly, RCMC will
have the following main responsibilities:
· Evolving the Hajj & Umrah ecosystem and creating an environment to attract and serve city visitors and pilgrims, in order to strengthen the status of Makkah City and the Holy Sites as a global spiritual destination.
· Improving the quality of life and services provided to make Makkah City among the world’s most attractive places to live.
· Providing a suitable business environment that makes Makkah City and the Holy Sites an attractive destination for investors.
· Enhancing the competitive advantages of Makkah City and the Holy Sites to make them a destination for innovation and promising sectors.
The RCMC will seek to be an effective contributor and enabler to the implementation of
strategic objectives and priorities of KSA as outlined in Vision 2030, and will help build
a vibrant society and prosperous economy for Makkah City and the Holy Sites.
The RCMC will focus on identifying the needs of Makkah City and the Holy Sites across
various sectors, and will work closely with stakeholders in the public / private sector to
identify programs and projects that help realize the vision of making Makkah City
among the world’s most attractive cities.
