Led a team of human resource professionals overseeing recruiting, employment, development, training, employee relations, HRIS, compensation, and benefits. Responsible for domestic and international Human Resources operations, transforming the domestic HR organization into a leader of running HR for world-class observatories. Established a human resource organization in Santiago, Chile to support the construction and operation of the multi-national (United States, Europe, and Japan) ALMA Observatory in Santiago and San Pedro de Atacama, Chile.► Developed NRAO’s first Workforce Management Plan, emphasizing critical skills staffing to build and operate future observatories.► Led the development of Chilean HR policies, recruitment of Chilean and International staff, and the establishment of HR policies, procedures, and benefits for Chilean local staff and expatriates.► Developed and implemented a successful retention processes for critical skilled staff during the transition stage of the AMLA Observatory from construction to operations (2011 – 2012). Retained 95% of 125 critical staff.► Developed NRAO’s Total Rewards Program and modernized compensation, benefit, and recruitment systems amidst multi-year domestic budget freezes and cost reductions to enable the recruitment and retention of critical staff during the construction of the ALMA Observatory in Chile (2009 – 2012) .► With fringe benefit costs at 34% and growing, and during a period of frozen wages, the Board of Trustees mandated a reduction in fringe costs. Led the restructuring of NRAO medical plans by balancing stakeholder and employee interests through strategically designed plan changes. Lowered medical plan costs by $1M annually and achieved a first-year voluntary employee enrollment of 24% in a new high deductible health care (HDHC) plan.► Created NRAO’s diversity program and STEM intern program with Howard University. From 2007 to 2014 (7 years) Charlottesville, Virginia AreaAirport Support Network Volunteer - Leesburg Executive Airport @ AOPA Assigned by AOPA to be its liaison to Leesburg Executive Airport. I worked closely with the Airport Commission to identify issues that adversely impacted the viability of the airport and advocate on behalf of the airport with AOPA resources.During my term, a major threat arose when a developer was seeking approval of the Loudoun County Board of Supervisors to build a combined commercial and residential complex adjacent to airport and within the VFR flight pattern of the single runway. I worked with AOPA leadership and the Airport Commissioners to educate the decision makers. The issue became highly publicized and politicized. I led the effort to work with the Supervisor who, as the Airport Commission Chairperson tells others, cast the deciding vote in favor of the airport.
