Robin Acton has 20 years’ experience developing and managing SQE management systems within Train operating companies. I am currently the SQE Systems Director of the Rail Business Partnership and founder and Director of Affective Risk Management Solutions. I have been part of many working groups within the industry covering subjects such as fatigue, dust and more recently working with the HSE laboratory on noise induced hearing loss and the ORR and RSSB regarding occupation health promotional material. I joined the railway as a mechanical electrical fitter at Stratford, progressing up the ranks to assistant shift supervisor and assisted in the development of VMIs for Class 86 and 87 locos. My first venture into rail safety came when I identified safety issues relating to PCBs. In 1991 I moved into training for Network South East. As senior consultant with RPD I developed Railway safety cases and risk management systems for a number of established and hopeful train operators. I was also involved in some of the first risk assessments for passenger train interface including the introduction of ticket gates. I have set up competence management systems within many train-operating companies. AS head of SQET for Harsco I successfully project managed the transition from OTM maintainer to a Plant operating company . This involved the development a Railway Safety Case from first principles and then subsequent safety certificate applications and renewals under ROGs. I have worked in many countries, USA and Europe and UAE, in a wide variety of disciplines including maintenance of rolling stock (loco and commuter fleets) to the development of risk based management systems. A BSI qualified Lead auditor I am one of the first consultant auditors to be invited by the ORR to be trained in RM3.
