• leading successful coalition effort to include language in the Massachusetts’ healthcare cost containment law that requires accountable care organizations (ACOs) to ensure access to new technologies;
• driving specific business unit strategy to influence CMS to change a proposed outpatient policy that resulted in increased payments for a key BSC technology;
• influencing key congressional committees and staff to exempt convenience kits, a leading BSC product, from track and trace legislation saving the company $6 million annually;
• utilizing strategic partnerships with physician specialty societies to successfully achieve positive Medicare reimbursement for innovative BSC technology;
• serving as keynote speaker on implementation of the Affordable Care Act for an AdvaMed-led delegation to Beijing, China. From November 2011 to Present (4 years 2 months) Assistant Director, Legislative Affairs @ Directed the College’s federal legislative policy, grassroots and political affairs department, including comprehensive management of five direct reports and oversight and management of grassroots and political vendors. Developed and oversaw integration of the College’s strategic initiatives, including working collaboratively across the organization to coordinate state and federal legislative and regulatory activities, to ensure advancement of the College’s mission and goals. Worked directly with the College’s elected leadership, board, councils and committees to develop and implement the health policy advocacy agenda. Served as the College’s lead liaison with Congress, national and state physician organizations and other health industry related organizations and coalitions. • leading efforts with Senate Finance Committee to achieve inclusion of a provision in the Affordable Care Act, which gives surgeons practicing in a Health Professional Shortage Area (HPSA) a payment bonus;
• developing and directing the successful implementation of several independent expenditures for key members of Congress in the 2010 election cycle;
• planning and executing the annual legislative conference with over 400 participants. From January 2009 to October 2011 (2 years 10 months) Director, Political Affairs @ Directed management of budget, activities, consultants and four staff related to government and political affairs, including establishing strategy and planning, implementing, and evaluating initiatives to appropriately position the Academy at the federal level. Served as primary federal lobbyist for Academy’s federal legislative priorities including issues related to Medicare, Medicaid, quality data collection and measurement as well as issues impacting federal agencies such as FDA, FTC and the VA. Worked closely and collaboratively with Academy leadership and state and regulatory departments to establish credible Academy policies. Served as a primary contact with relevant physician specialty organizations and other health-related organizations. Worked collaboratively with state societies and 15 subspecialties to advance the Academy’s legislative and regulatory priorities.
Examples of achievement include:
• building and directing a unique coalition of key members of Congress, Veteran Service Organizations (VSOs), and state-thought leaders to successfully reverse a Veterans Affairs (VA) directive, which would have allowed optometrist to perform laser eye surgery in the VA;
• managing a successful public relations campaign on “Truth-in-Advertising”, which raised the profile on the difference between physicians and non-physician providers;
• directing the development and implementation of the fundraising strategy and disbursement activities of OPHTHPAC, which grew to over $1.8 million per cycle. From August 2004 to January 2009 (4 years 6 months)
