Senior Development Manager @ Promoted to Senior Development Manager following the contributions I made to the development of OptumInsight software products, where I took on the responsibility to manage four software development teams in the US and India (19 individual contributors). Since starting to manage those teams I have led them to successfully plan and deliver on all agreed commitments. Undertook the functional and technical analysis, implementation and testing of the framework for OptumInsight’s suite of multi-tenant cloud based Health Information Exchange (HIE) applications, providing a service-oriented approach to delivering common capabilities while abstracting downstream applications from underlying technology choices. Enhanced an automation toolkit initially developed for the HIE QA team and successfully moved it from a departmental solution toward a company wide standard for automating test cases in continuous delivery workflows. From March 2015 to Present (10 months) Development Manager @ Managing a team of five engineers, I led the design and implementation of an authorization service to comply with HIPAA regulations to enforce patient preferences consenting access to their Protected Health Information (PHI). Worked alongside product management to rigorously analyze functional requirements for customers throughout the US and collaborated with product architects to produce a scalable solution that has since been implemented, integrated into the product suite, and deployed for wide customer use. Managed a team of nine in the US and India to develop and support a Pentaho based data warehouse that provides usage analytics tools to Optum’s HIE customers. Led the Optum HIE team through a successful Meaningful Use Stage 1 certification, including analysis of certification criteria, definition and implementation of additional product features, and provision of documentation and demonstrations necessary to achieve certification. From August 2010 to February 2015 (4 years 7 months) Development Team Lead @ Developed and maintained Axolotl’s Health Information Exchange product, used by over 100,000 healthcare professionals to manage records of over 35 million patients, providing standards-based and custom exchange of patient identity, lab orders and results, radiology reports, transcribed reports, prescriptions, immunization records, and clinical summaries with a wide range of third party products. Managed the engineers dealing with customer support incidents and reduced anticipated support costs by productizing customizations and providing product enhancements. Led Axolotl through a successful CCHIT Ambulatory EMR certification including functional gap analysis, implementation of required new features, and demonstrating product functionality to a jury that ultimately granted the certification. From February 2008 to August 2010 (2 years 7 months) Senior Systems Engineer @ Maintained, developed and tested Axolotl’s Electronic Medical Record (EMR) product. Developed the company’s first implementation of interoperability profiles defined in Integrating the Healthcare Experience’s (IHE) IT Infrastructure Technical Framework. Demonstrated successful interoperability with a subset of 100 other organizations at IHE's connectathon. Certified interoperability with the Nationwide Health Information Network (NHIN). From April 2007 to February 2008 (11 months) Systems Engineer @ Maintained and customized IBM Domino based EMR and transcription management products. Configured data mappings for HL7v2 MLLP data feeds using Mirth Connect and the Corepoint Integration Engine. Reorganized development tools to ensure source code was always properly documented and managed in source control repository. Developed tools to monitor the performance of a complex system of software modules constituting an operational Health Information Exchange and to deliver alerts in cases of malfunction. From September 2005 to April 2007 (1 year 8 months) MSc, Artificial Intelligence, A @ The University of Edinburgh From 2004 to 2005 BS, Mathetmatics, Philosophy, 3.59 @ Loyola Marymount University From 2000 to 2004 Bellarmine College Preparatory From 1997 to 2000 Edward S. is skilled in: Software Development, Software Engineering, Leadership, Analysis, Planning, Decision Making, Coaching, Customer Support, Troubleshooting, Software Project Management, Java Enterprise Edition, XML, XSLT, SQL, SOAP
