He obtained a Bachelor of Arts degree in Russian and Central European Studies from California State University-Fullerton in 1990. Mendoza then studied at University of Notre Dame Law School from 1996 to 1997 and graduated with a Masters in Human Resources Management/Public Administration in 1997. Mendoza then moved to California State University-Fullerton, where he obtained a Bachelor of Arts degree in Russian and Central European Studies in 1990. Mendoza then continued his legal education and earned his Juris Doctor from California State University-Fullerton in 1993. From 1993 to 1996 Mendoza served as a research associate at the RAND Corporation in Santa Monica, California. Mendoza then moved to California State University-Fullerton and became a research associate at the RAND Corporation in Santa Monica, California. Mendoza then moved to the University of California-Dominguez Hills and obtained a Ph.D. in Human Resources Management/Public Administration from the University of California-Dominguez Hills in 2006. Mendoza then returned to the University of California-Dominguez Hills and became an Associate Professor in the Human Resources Management/Public Administration Department.
