Contracts/Subcontracts Manager @ From 2015 to Present (less than a year) Subcontracts Manager @ Assigned to two consecutive FEED studies both of which will be multi-million dollar CAPEX projects upon contract award.
Firstly assigned to the Pacific NorthWest LNG Proposal with specific responsibility for the evaluation of Subcontractor proposals for General Facilities Services, Non-destructive Testing, Paint, Insulation and Fireproofing and Medical Services. The technical evaluations had to be completed by the end of August, 2014 and those for commercial by the end of September, 2014.
Subsequently assigned to the PK Butadiene DBN Project as a member of the Project Management team with responsibility for writing the Subcontract Execution Plan, agreeing contractual terms and conditions with the Legal Department, compiling a short-list of subcontractors to cover HAZOP, QRA, SIL and VIP/VE services for review by both Project Management and the Client, managing and participating in the latter in conjunction with the appointed consultancy, participating in risk management meetings, issuing ITTs, reviewing subcontractors’ submissions and making recommendations for contract award. From March 2014 to October 2014 (8 months) Interim Lead Subcontracts Coordinator @ Due to knowledge of the work in hand, specifically requested to return to Wood Group in order to perform this function across the Hummingbird, Ithaca, and Triton Projects, all being multi-million pound CAPEX projects, the latter being subject to a number of Contracts Novations. All subcontracts with the exception of the Vessel Sharing Agreements were based on the LOGIC form of contract. Responsible for re-establishing the audit trail and for interface and negotiation as appropriate with both management and Client representatives to put the requisite Contract extensions, terminations and novations in place. Also conducted regular subcontract review meetings with suppliers and other interested parties such as department heads and project management. Instigated and managed the audit of a major fabric maintenance contractor whom it was considered tardy in terms of the safety of their scaffolding at an onshore installation and in failing to collect redundant construction equipment from various sites both on and offshore but attempting to continue to charge the Company for same. Major changes were implemented in terms of managing Subcontractors as the direct result of the findings of this audit.
Negotiated and awarded a new Fabric Maintenance Contract agreeing meaningful KPIs with both Project personnel and the Subcontractor in the process. From January 2014 to March 2014 (3 months) Aberdeen, United KingdomCommercial Team Lead @ As a member of the Project Management Team for the Alder Project, a multi-million dollar CAPEX undertaking. With a staff of three, responsible for the management of all Head Contract, Subcontract and Commercial issues for the Project. From 2013 to 2013 (less than a year) Aberdeen, United KingdomContracts Engineer @ A short term assignment to the Major Projects Group with specific responsibility for post award CAPEX Contracts with WGPSN for Engineering, Construction and Ancillary Services, National Oilwell Varco for the Elgin/Franklin Crane Upgrade, ODE for the St. Fergus Glycol Furnace Replacement, Rolls-Royce for the Gas Turbines Controls Upgrade and Keltbray for the Miller Receiving Facilities Decommissioning. From February 2012 to May 2012 (4 months) Aberdeen, United KingdomLead Subcontracts Coordinator @ Firstly assigned to the TAQA Project where eight of Shell’s North Sea Assets had been procured by TAQA Bratani Ltd which in turn appointed Wood Group as Duty Holder. This was overall a £750m CAPEX upgrade exercise. Initially, responsibilities included involvement in the compilation of the Contract Plan, making presentations to proposed suppliers who had previously provided goods and services to Shell, preparing budget estimates, reviewing suppliers’ proposals and making awards, agreeing KPIs with both project personnel and suppliers, participating in contract strategy discussions and preparing and reviewing contract documentation in conjunction with both TAQA's and WGPSN's Legal Departments.
Successfully negotiated and arranged for the execution of a total of 34 major Subcontracts valued in the region of £26m over a three month period to meet the required deadline. Subsequently responsible for administering in excess of 140 Subcontracts, conducting regular subcontract review meetings with suppliers and other interested parties such as department heads and project management, renegotiating existing Subcontracts to bring about cost reductions, representing Wood Group/TAQA on the Integrated Aircraft Consortium Steering Committee, acting as a member of the Transition Team for the transfer of Duty Holdership to TAQA on 1st September, 2009 and preparing weekly progress reports. Following Transition, continued to lead the Contracts Management effort for what became in excess of 150 Subcontracts following the issue of additional invitations to tender, their evaluation, recommendation and award.
Subsequently assigned to the Hummingbird, Ithaca, Triton and Voyageur CAPEX Projects . Responsible for introducing a robust audit trail, addressing expired Contracts and unfinished business and closing out issues across the board.
All subcontracts were based on the LOGIC form of contract. From May 2008 to February 2012 (3 years 10 months) Aberdeen, United KingdomInterim Contracts Lead @ With a team of two personnel, responsible for agreeing contractual terms and conditions with the Legal Department, contract negotiations and administration including extensions and variations, budgeting, reporting, FPALs, QPRs and preparing weekly progress reports. Total CAPEX contract value was in excess of £680m covering manpower services, vessels, helicopters, duty holderships, etc. From 2012 to 2012 (less than a year) Aberdeen, United KingdomCommercial Management Consultant @ A short term assignment to examine the proposed Compensation Events to be submitted to the Client, Metronet and submit same in accordance with the terms of Contract. Also responsible for making recommendations in relation to the manner of maintaining commercial and contractual documentation and outlining seminars to be delivered to both in-house and site based personnel in respect of same. From February 2008 to May 2008 (4 months) London, United KingdomContracts Manager @ A short-term assignment on the GASCO IGD Project with responsibility for management of several of the FEED Contracts. This included tender evaluations and administration of the awarded Contracts. Also responsible for undertaking an audit of all let contracts for compliance. From December 2007 to February 2008 (3 months) Contracts and Procurement Manager @ A multi-million pound CAPEX project for the upgrade of many elements of the London Underground system. Initially assigned to the Delivery Team in order to reach agreement on valuations for Works undertaken by the Prime Contractor, together with its Subcontractor in relation to the Phase I Stations under an NEC3 form of contract. Subsequently assigned to the Communications & SCADA Whole Life Contract to undertake an analysis of the lack of contractual and commercial performance. Having identified the key issues affecting performance, these were tabled to the Contractor, with a view to making Contract Amendments as necessary. Additionally, there had been an ongoing dispute with the electrical contractor with reference to the final account. Successfully brought closure to this issue saving Tube Lines circa £400K. Day–to-day Contracts Management was carried out throughout. From April 2006 to May 2007 (1 year 2 months) London, United KingdomSenior Contract Administrator @ Assigned to the Kashagan Field Development Project, a multi-million dollar CAPEX exercise. Acting in the capacity of an Agip KCO Project Management representative for the Ancillary Steel and Pipe Rack Contract. With a team of five, responsible for overall contact administration covering four construction yards in Azerbaijan, Kazakhstan and Russia. The Contract was valued in the region of US $450m. From March 2005 to April 2006 (1 year 2 months) Contracts/Commercial/Procurement Manager @ Evaluating the status of the procurement and contracting strategy adopted to date on the Agip Early Works Contract, highlighting risks and exposures.
Subsequently assigned to the TDA Project, a multi-million pound CAPEX venture for Iraq. Undertook a review of the commercial status, then addressed claims and counter claims scenarios involving the Client, subcontractors and vendors, including a £1.5m claim against the Client, which was successfully achieved. Also participated in and made significant contributions to regular subcontract review meetings with suppliers and other interested parties such as department heads and project management. Finally given additional responsibility on further Contracts in respect of the TDA Spares Vending Service, etc. and was responsible for interface with subcontractors in terms of Interim and Final Cost Certificates and undertaking ad hoc audits. From 2003 to 2005 (2 years) Head of Contracts Administration @ Assigned to the TCO Asset Development Project, a multi-million dollar undertaking. With a staff of 10, was responsible for the translation of contract documents into Russian and for all post-award activities in administering over 30 onshore contracts valued in the region of $25m. Responsible for the audit of all onshore and offshore contracts generated in Camberley, the transmittal of offshore contracts to Kazakhstan and the maintenance of the central contracts files for both PFD and TCO together with Fluor’s Corporate archive. Additionally chaired the Terms Team Committee for the approval of all proposed amendments to the standard contractual terms and conditions and was one of three PFD representatives to sit on the TCO committee for the Procurement and Contracting Work Improvement Programme. Also represented the Contracts Department in the Process Improvement Workshop. From 2002 to 2003 (1 year) Contracts Consultant @ Sourcing premises for various high street multiples primarily operating within the leisure and hotel market places. Secured contracts with McDonalds Restaurants, Distinctive Hotels and Property Consultants and Van De Berg & Co Ltd. From 2000 to 2002 (2 years) Contracts Consultant @ This was a multi-million pound CAPEX project utilising both JCT and NEC3 forms of contract. Based at the Dome in Greenwich with responsibility for ensuring that architects, consultants, contractors, designers, engineers and specialist suppliers involved in the Exhibition fit-out complied with the various contractual requirements and monitored their financial performance. Additionally led the co-ordination of information from Quantity Surveyors, Programmers and Project Management. From 1998 to 2000 (2 years) Contracts and Business Development Manager @ The Company overall was involved in software design and recruitment. Major achievement was in gaining ISO 9001 for the subsidiary. From 1997 to 1998 (1 year) Contracts Manager @ Assigned to the Great Man-made River Project, a multi-million dollar CAPEX project. Responsible for establishing the framework for a claim against the Client valued in the region of US $100m, which was approved in principle by the Corporate lawyers. Additionally responsible for preparing and negotiating a counter claim in the sum of US $800K against the subcontractor for the construction of the camp facilities in Libya and played a major role during negotiations in Tunis. From 1996 to 1997 (1 year) Contract Administrator @ Assigned to the “Operation Joint Endeavour” LOGCAP team. Initially based in Hungary to achieve the mobilisation of 109 UK personnel to be trained in the theatre of operations. Subsequently transferred to Bosnia with specific responsibilities for Human Resources and administrative support for the Second Brigade Region. From 1995 to 1996 (1 year) Interim Project Manager @ Based at the Riyadh Refinery. Due to urgent operational requirements, Aramco required an accelerated start-up phase which entailed mobilising in excess of 300 personnel and associated heavy equipment within one month and the immediate commencement of work, all in conformance with complex contract compliance requirements. Successfully met the given objective. From 1995 to 1995 (less than a year) Saudi ArabiaContracts Administrator @ Responsible for securing inter-company contracts for the supply of personnel to Parsons in London, Saudi Arabia and Kuwait. Also involved in the preparation of proposals, contract administration and the preparation of departmental and project procedures; a study into the generation of early revenue for the Central Railway Group; secondment to Parsons Engineers Limited in Kuwait to establish administrative and reporting systems between the London and Pasadena offices for the Kuwait Oil Company’s ‘Project Management Contract’, a multi-million dollar CAPEX project.
