Successful traceable career in the Venezuelan national oil industry, Petroleos de Venezuala S.A., PDVSA, in tha areas of oil refining and business/projects development of the Orinoco Belt extra heavy crudes, with foreign partners participation (Conoco-Phillips, Totalfina elf, Statoil, Chevron and Exxon-Mobil).
VP Projects for the expansion of Cartagena refinery, Colombia, from 80 kbpd to 165 kbpd, a deep conversión project using cutting edge technology. Responsible for overseeing the Project Management Team - PMT (an integrated team of the owner with Amec FW) .

VP PRECOM. COMMISSIONING & STARTUP (PC&S) @ VP PRECOM. COMMISSIONING & STARTUP (PC&S) for the Cartagena Refinery expansion in Colombia (for Reficar, an Ecopetrol Affiliate), appointed after having turned over the units for PC&S activities phase. Now responsible for overseeing PC&S successful execution for the new remodelled refinery. With this new role, both EPC and. PC&S phases have been under his responsibility. From January 2015 to Present (11 months) ColombiaVP Project for Cartagena refinery expansion project @ VP PROJECT for the Cartagena Refinery expansion in Colombia (for Reficar, an Ecopetrol Affiliate), a huge revamp to the existing refinery from 80 kpd to 160 kpd. The simple conversion configuration will be adapted to deep conversion, including new units like CDU, VDU, DCU, NHT, 2 Middle Distillate Hydrotreaters, modernization and revamp of existing FCC, HF Alky, Hydrocracker, 2 SRUs, 2 Steam Reforming units, SWS, Amine units and a new WWT plant. Responsible for managing the Project Management Team - PMT ( an integrated team of the owner and Foster Wheeler). From July 2012 to Present (3 years 5 months) ColombiaTECHNICAL DIRECTOR @ Technical Director for Refineria Balboa Project (Refineria Balboa S.A). is responsible for coordinating and supervising all process engineering, operational, environmental, economics and planning activities, on the owner’s organization side, including the execution of basis of design and the coordination, revision and assurance of proper execution, by Process Licensors and engineering /EPC firms, of the Engineering packages. Also oversees the preparation and implementation of the commissioning and start up plan, and the technical and economic feasibility assessment of the project. From June 2007 to April 2012 (4 years 11 months) REFINING CONSULTANT @ Oil refining and business consultant in a manufacturing, supply and marketing oil consulting company, mainly for the Caribbean and South America. From January 2003 to April 2007 (4 years 4 months) MANAGING DIRECTOR REFINING @ Managed the operations of the Venezuela refining system (6 refineries,1.2 million barrels/day) , overseeing the fulfillment of operational targets, budget, capital investment, manpower, Health, Safety and Environmental programs formulation of short and medium term planning, among others. From February 2001 to January 2003 (2 years) MANAGING DIRECTOR X-HEAVY OIL PROJECTS- ORINOCO BELT/ GENERAL MANAGER STRATEGIC ASSOCIATIONS @ Managed all activities, with the JV partners and the government, related to the implementation up to normal operation of the 4 existing vertically integrated extra heavy oil projects of the Orinoco Belt in Venezuela (13.5 billion US$ total initial investment) (640 kbd), being one of the important pioneers of this transcendental effort. From October 1994 to February 2001 (6 years 5 months) TECHNICAL AND SERVICES MANAGER @ Reporting to the refinery General Manager (Refinery capacity: 300 kbd), providing all technical assistance, i.e., Process Engineering, General Engineering, Information Technology and, Refinery Planning and Economics Evaluations, in a teamwork environment of a highly qualified professional staff (Supervising 300 people). From May 1991 to October 1994 (3 years 6 months) PROCESS ENGINEERING MANAGER @ Responsible for managing the Process Engineering Department and the Analytical Lab.(Supervising 70 people).
